Lack of choices/help

In Denver it is boasted that resources are plentiful here, initiatives, incentives, and case managers galore a huge city filled to the brim with opportunities. So my question is why is there such a large immigrant and homeless population? Are there really a huge amount of resources or are there? Is the mayor really helping with his laws and initiatives or are more,more people being left outside? Why is case management so hard to find if every other building has housing case management.

A direct quote from a few homeless people, it's the norm in some parts of Denver to find a case manager, (if you can find one) that helps with finding housing. But as I was searching for a case manager I found 0, there is literally none or they are all booked till February when you're trying to find housing waiting 6-12 months for a case manager or even having to play "search and find" to have one is demeaning and scary. Now there are places all over Denver who are accessible if you have bus passes but guess who has them! You guessed it case managers and most you need to schedule an interview and they only have so many, most run out by the afternoon and I mean 12 pm not 3pm.
  There is a restaurant here that trades food or bus passes for work which I believe is Great but like I said they only have so many bus passes are a first come first serve basis and everyone is in line. A couple of days ago I was blessed to be given 27 bus passes by a friend in the shelter because she qualified for a specific type of ride for being blind so she gave me her stash. I don't know how but I've been blessed since I came here I want to thank God above because walking has been a nightmare in this cold weather I don't have snow boots only flat shoes. 
Mayor Johnston has set up initiatives to help the homeless people, while also doing sweeps Oh sorry not sweeps just full on removing homeless encampments before having a place for them to sleep or be housed. this is a problem because a lot of people moved up here due to the rumor of resources and there isn't any or there is but so few during holidays. When you're a migrant family or felon or a pregnant woman and there's no room in shelters or you're not eligible as a single person to find a spot(me) it's a lot of walking and talking. My social anxiety disappears when I'm homeless mainly because everyone is so kind and takes care of me makes sure I'm fed and sleeping 😌, but also because word of mouth is huge here as a homeless person the network is large filled with places to stay,sit and eat. 
  I want people to be able to receive everything but sometimes it's not a possibility and what I've been told most times out of 100% of people they can only reach 40%-50% that's not a lot even if it's half because the numbers keep going up. I want the mayor to finish the homeless housing initiative before removing people's tents and taking away things, more and more people are coming to denver and more will keep coming with the boast of resources and he's falling behind.
